WSJ/Dow Jones Newswire reports that Mexico is seeking free trade with China and India. The entire article is below.
Mexico is seeking to broaden the range of countries with which it has trade agreements to include China and India, the country’s director of economic planning, Miguel Messmacher, said Friday.
Speaking at the Economist Emerging Markets Summit in London, Messmacher said Mexico has already reached agreement with Brazil to establish free trade links, but is now seeking to develop more such arrangements.

We will like to know if Mexico has an established trade agreement with China or if it is on the works. If they don’t have a trade agreement… what is the % of duties for imports from China to Mexico?

Mexico has not yet established a trade agreement with China, but they say they would like to. However that does not necessarily mean it is in the works, since China has not said anything yet about starting negotiations.
Regarding the percent of duties for imports from China to Mexico, you should consult the regulations of the government of Mexico. Try starting at http://www.gob.mx.
